City Council Action Regarding Service to Warrensburg Parks 

Warrensburg, MO (July 14, 2020) – During the Regular City Council meeting held July 13, 2020 the City Council approved a resolution on a 4-1 vote providing notice that beginning October 1, 2021 it would no longer provide certain services to the Warrensburg Parks.  By way of background, the Warrensburg Parks is an independent board of the City under state law.  However, there has been an agreement in place for several years that the City would provide Human Resources and Finance services, IT consulting, project management for large projects, and a variety of other administrative supports.  In exchange, the Parks were to abide by established City policies and legal requirements.

Over the last several years there has been inconsistency in Parks abiding by the policies of the City and legally required processes.   As a result, the City has experienced increased administrative costs, and exposure to legal liability.  City Council and City Administration has tried diligently to address these issues with the Park Board and Staff over the years, with limited success.  Council’s action Monday night is a final attempt to communicate with Warrensburg Parks, resolve issues, and set a deadline for compliance.

The City of Warrensburg fully understands and appreciates the importance of quality parks for citizens to enjoy.  However, many of the recent actions represent significant risk and liability to the City as an organization and, ultimately, the community as a whole.  Council and staff are optimistic ongoing conversations with the Parks over the next year will result in resolution of the City’s concerns.
